What counts as a governed decision

One governed decision is one pre-execution policy evaluation for a supported model call, tool call, handoff, or agent action.

—Blocked actions count because obsvr evaluated the policy and produced a signed decision record.
—An agent workflow with five governed steps counts as five governed decisions.
—Re-delivery of the same decision ID is free. A new execution attempt counts only when policy runs again and issues a new decision ID.
—Governed decisions are counted per billing month and reset at the start of the next one.
